Ord. 02-07–Public Safety states, each existing & new duly authorized retail, service, commercial, industrial, or other operating business within the Village of Winnebago, whether operating in home or elsewhere shall, on an annual basis, register with the Village of Winnebago.

Registrations are to be renewed annually by the 31st of January each year.  Registration shall be at no cost to the business owner. Completion of such form is mandatory and no business shall be allowed to continue to operate if such registration form is not completed according to the timetable referenced above.

A Certificate of Registration shall be issued to the respective owner on an annual basis upon submission of an acceptable registration form, and the Certificate of Registration is to facilitate contact by the appropriate fire, police, or the other Village personnel in the event of an emergency.

Liquor License

Application Fees – Classes A-F $5,000 non-refundable  CTR $2,500 non-refundable

  • Class A – Retail sale of alcoholic liquor in restaurants only offered with meal.  (Fee $1,500)
  • Class B – Retail sale in restaurants only of beer and wine for consumption on the restaurant premises only when offered a compete meal.  (Fee $1,000)
  • Class C – Retail sale of alcoholic liquor for consumption on premises only in hotels or motels. (Fee 1,500)
  • Class D – Retail sale on the premises specified in the license of alcoholic liquor in its original package and not for consumption on the premises (package sales).  Primarily devoted to the sale of retail grocery food, commonly known as supermarkets or convenience stores, and drugstores.  (Fee $1,500)
  • Class D 1-Retail sales of alcoholic liquor (packaged) not consumed on premises, specific to convenience food stores, allowing consumption of beer & wine on premises with video gaming. ($2,250)
  • Class D 2A- Retail sales of alcoholic liquor (packaged) not consumed on premises, specific to grocery store or supermarket restaurant, allowing consumption of alcoholic liquor on premises with video gaming. (Fee $2,250)
  • Class D 2B- Retail sales of alcoholic liquor (packaged) not consumed on premises, specific to grocery store or supermarket restaurant, allowing consumption of beer and wine on premises with video gaming. (Fee $2,250)
  • Class E – Retail sales premises specified in the license of beer and wine only in its original package and not for consumption on the premises (package sales) (Fee 1,000)
  • Class E 1- Retail sales of beer & wine (packaged) not consumed on premises, specific to convenience food stores, allowing consumption of beer & wine on premises with video gaming. (Fee $1,750)
  • Class E 2- Retail sales of beer & wine (packaged) not consumed on premises, specific to grocery store or supermarket restaurant, allowing consumption of beer and wine on premises with video gaming. (Fee $1,750)
  • Class CTR (Caterer) either on-site or off-site to serve alcoholic liquors as an incidental part of a food service, may only be issued to the holder of a valid Class A, B, or C license.  (Fee $600)
  • Class F – Retail sale in bowling alleys of alcoholic liquor by the drink or pitcher for consumption only on the bowling alley premises.  ($1,500)
  • Class G – Retail sale on premises specified in the license for consumption on premises only as either a). a video gaming parlor with the sale of alcoholic liquor and revenue derived from the sale of liquor and/or food at a video gaming parlor b). a business lounge which is defined as a casual environment that often serves alcohol for consumption on the premises only (does not guarantee the granting of a video gaming license by the Village) (Fee $1,500)
  • Special Event:  Separate fee of $50 for such Special Event Permit. (Granted to a Class A, B, C, or F license holder).  

All license renewals are due on April 30th of the given year.  No grace period shall be allowed and any license that has not been renewed by April 30th shall expire and a new application and application fee is required to be submitted.

Pursuant to the provisions of the Code of the Village of Winnebago, as amended, regulating and licensing billiard, pool, bagatelle or pigeon tables, musical devices, table games, slot machines and any similar type of game, machine or device offered or maintained for public use within the Village of Winnebago a fee of $10.00 per game is required. Gaming License Application Form.
