Burning in the Village Limits

The open or outside burning of natural deposits of leaves and landscape waste shall be permitted on private property where the leaves grew or were naturally deposited, or the landscape waste grew and/or accumulated between the hours of 3:30 p.m. to 10:00 p.m. Monday through Friday, and from 8:00 a.m. to 10:00 p.m. on Saturday and Sunday. Leaves or landscape waste must not be burned in or upon public streets, alleys, sidewalks, driveways or other public property by anyone other than an employee of the Village.  Public property includes the area from the middle of the street to 33 feet toward your residence.  For everyone’s safety, Please refrain from burning on public property.

At the August 9, 2010  Board of Trustees Meeting, the decision was made to discontinue wood chipping by the Village Public Works Department due to budgetary constraints.  Limbs can be broken up and placed in a garbage can marked with an “X” for Gill’s to pick up during the spring, summer, and fall months.

 

Noxious Weeds

It is unlawful to permit the growth of noxious weeds, bushes and heavy undergrowth, which exceed 10 inches in height. All such weeds, bushes and heavy undergrowth are a public nuisance and shall be pulled, cut, and destroyed at least twice a year, once on or before May 1, June 1, August 1, or whenever the grass has reached the height of 10 inches, whichever occurs first.

 

Snow Removal/Snowmobile Operation

Snow Removal

No person shall park any motor vehicle on any street located within the corporate limits of the Village of Winnebago after snow has fallen to a depth of two (2) inches or more until such time as the snow has been plowed to the side of the street.  The Police Department of the Village of Winnebago is authorized to cause the removal from the street of any vehicle parked in violation of these provisions.

The owner and occupant of land abutting the street dedication or right of way upon which a sidewalk exists shall keep and maintain such sidewalk free and clear of ice and snow.  Such persons shall remove snow from such sidewalk within twelve hours after the cessation of any snowfall.

When a snow emergency has been declared it will be posted on Channels WIFR, WREX, WTVO, and WQRX.

Snowmobile Operation

It is unlawful to operate a snowmobile within the Village limits during the following time periods:

  • 11:30 p.m. each day Sunday through Thursday, inclusive, until 8:00 a.m the following day.
  • 1:30 a.m. until 8:00 a.m. on Saturday.
  • 1:30 a.m. until 8:00 a.m. on Sunday.

Snowmobiles must drive along the far right side or edge of the street or highway in the direction of travel by the snowmobile and only in the direction of the flow of traffic along the street or highway.  Snowmobiles must not drive on Benton Street between Winnebago and Main Streets, public playgrounds, school grounds, or private property.  Within the Village limits snowmobiles must not operate at a speed greater than 15 miles per hour.
