LOW INCOME HOME WATER ASSISTANCE PROGRAM: The Village of Winnebago has an agreement with the City of Rockford to coordinate assistance those who qualify to help pay their water or wastewater bill. The maximum benefit is $1,500 for water and wastewater combined. Those in disconnect, in imminent risk of disconnection, or with a bill over $250.00 can apply. Homeowners with a bill in their name, or tenants who either have a bill in their name and are responsible for paying the bill.
